Why does the blessing of talos not work

No, it is not eight! I liked to get their blessings, but I noticed something about the Blessing of Talos. Could it be it is just a written error and it in fact does decrease the time between shouts, or is it truly broken and does not do anything?

It does it for me as well. I wasnt sure if I pissed off Talos somehow and he is mad at me or if its just a bug. The value is stored as a decimal 0. I've tested it out myself and it works, there's a significant difference when used with shouts with a long cool down time like Stormcall or many three worded shouts.
